●The City of Yatsushiro’s Comprehensive Disaster Prevention Hazard Map (website version) (hereinafter called this “Website”) is a Website that the user can access via a computer or smartphone to browse hazard area maps for different types of disasters, such as floods, landslides, earthquakes and tsunamis, in the City of Yatsushiro.
Please read these Terms of Use carefully before accessing or using this Website.
If you accept and agree to be bound and abide by the Terms of Use after closely reviewing their content, please click the “I accept” button at the bottom of the page.

These Terms of Use shall constitute a legally binding contract between the user of this Website (hereinafter called the “User”) and the City of Yatsushiro concerning the use of the Data. Article 1.1 The copyright of the Data shall belong to Zenrin Co., Ltd. (“Zenrin”) or a third party who grants to Zenrin the right to use it.
Article 1.2 The City of Yatsushiro shall grant to the User the following rights concerning the Data within the scope of private use as defined in Japan’s Copyright Act; provided, however, that the User shall not acquire any other rights to the Data.

The User agrees that the City of Yatsushiro shall not be liable for the replacement or repair of the Data, or refund relating thereto, and also that the City of Yatsushiro shall not assume any other responsibilities.
(Discontinuation of this Website)
Article 4.1 The City of Yatsushiro may temporarily discontinue this Website’s services in whole or in part during the regular maintenance and inspection of this Website.
Article 4.2 The City of Yatsushiro may temporarily discontinue the operation of this Website in whole or in part without prior notice to the User if any of the following conditions applies:
(1)If this Website needs to be maintained or inspected on an emergency basis
(2)If it becomes impossible for the City of Yatsushiro to continue the operation of this Website due to an accident such as fire and power failure, an act of God such as earthquake and flood, war, riot or labor dispute, among other things
(3)If the City of Yatsushiro determines it is necessary to temporarily discontinue the operation of this Website for operational or technical reasons
(4)If it becomes impossible for the City of Yatsushiro to continue the operation of this Website due to the failure thereof, etc.
Article 4.3 The City of Yatsushiro may terminate the operation of this Website at its own discretion.
<Information about Sediment-related Disasters>
●The Sediment Disaster Alert Areas and the Sediment Disaster Special Alert Areas are those areas where the safety of area residents may be endangered by steep slope failures or debris flows if they occur. They are designated by the Prefecture of Kumamoto, based on Japan’s Act for Promotion of Measures to Prevent Sediment Disasters in Sediment Disaster Alert Areas, etc. (commonly called “the Sediment-related Disaster Prevention Act”). The debris flow hazard areas, steep slope hazard areas and landslide hazard areas shown on this Website are those areas identified as having slope failure risks, landslide risks or hillside collapse risks based on the investigations conducted by the Prefecture of Kumamoto.
<Information about Floods>
●The Areas Expected to Be Flooded are those areas whose expected spread scope and depth of flood are designated by the river management authority (the Yatsushiro River and National Highway Office, Kyushu Regional Development Bureau, Ministry of Land, Infrastructure, Transport and Tourism , and the Prefecture of Kumamoto) when a river overflows in the case of the heavy rainfall that occurs within a range of expected conditions. Please note that the use of colors to represent each hazard area on this Website is determined by the City of Yatsushiro at its own discretion.
<Information about Tsunamis>
●The Areas Expected to Be Flooded by Tsunami Waves are the probable maximum flood areas with the probable maximum depth that are identified by overlaying the following simulation results on top of each other: (1) potential earthquake of magnitude 7.9 along the Futagawa-Hinagu fault zone (seismic activities are assumed to occur simultaneously along the central and southwestern part of the fault zone), which is assumed to most severely impact the coastal areas in the Prefecture of Kumamoto (This case scenario was selected from the potential earthquake scenarios on which a long-term assessment had been made by the Headquarters for Earthquake Research Promotion.), and (2) potential megathrust earthquake of magnitude 9.1 along the Nankai Trough, which is assumed to severely impact the coastal areas in the Prefecture of Kumamoto. (This case scenario was selected from the potential Nankai Trough earthquake scenarios studied by the Japanese Cabinet Office’s Committee for Evaluating the Rapture Model of Megathrust Earthquakes along the Nankai Trough.)

(2)本サイト上で表示されたデータを紙媒体に印刷出力すること(本号に基づき印刷出力したデータを以下「複製成果」という)。
(遵守事項)
第2条 利用者は以下の事項を遵守するものとします。
(1)前条で明示的に許諾される場合を除き、方法の如何を問わず、データの全部又は一部を複製(印刷を含む)、転記、抽出、加工、改変、翻案、送信その他の利用をしないこと。
(2)有償・無償を問わず、また、譲渡、使用許諾、送信その他方法の如何を問わず、データ(その全部又は一部の複製物、出力物、抽出物その他利用物を含む)を第三者に利用させないこと。
(保証)
第3条 利用者は、データは必ずしも利用者の使用目的又は要求を満たすものではなく、又すべてが正確かつ完全ではないこと及び八代市はこれらがあってもデータの変換・修補・代金返還その他の責任を負わないことを了承するものとします。
(本サイトの停止)
第4条 八代市は定期的に本サイトの保守・点検を行う際、一時的に本サービスの全部又は一部を中断することができるものとします。
2 八代市は、次の各号のいずれかに該当する場合は、利用者に事前の通知をすることなく、一時的に本サイト運営の全部又は一部を中断することができるものとします。
(1)本サイトの保守・点検を緊急に行う場合。
(2)火災・停電等の事故、地震・洪水等の天災、戦争、暴動、労働争議等により、本サイトの運営が不可能となった場合。
(3)八代市が、運用上又は技術上やむを得ず本サイトの運営一時中断が必要であると判断した場合。
(4)本サイトの障害等により、本サイトの運営ができなくなった場合。
3 八代市は、八代市の裁量によって、本サイトの運営を終了することができるものとします。
<土砂災害に関する情報>
●土砂災害警戒区域及び土砂災害特別警戒区域は、「土砂災害警戒区域等における土砂災害防止対策の推進に関する法律」(通称、土砂災害防止法)に基づき、がけ地の崩壊や土石流が発生した場合に住民に危害が生じる恐れのある区域として熊本県が指定する区域です。本サイトの土石流危険箇所、急傾斜地危険箇所、地すべり危険箇所は、がけ崩れや地すべり、山腹崩壊の危険性がある箇所として熊本県が行った調査結果をもとに示しています。
<洪水に関する情報>
●浸水想定区域は、各河川で想定される条件での大雨が降った場合の河川氾濫時に想定される浸水の範囲と深さを各河川管理者(国土交通省九州地方整備局八代河川国道事務所及び熊本県)が指定した区域です。また、本サイトで表示している色については八代市が独自に着色しています。
<津波に関する情報>
●津波浸水想定区域は、地震調査研究推進本部で長期評価が実施された地震のうち、熊本県内の沿岸に影響が大きいと考えられるケース「布田川・日奈久断層帯(マグニチュード7.9)(中部と南西部が同時に活動する場合)」を選定し、内閣府「南海トラフの巨大地震モデル検討会」で検討された南海トラフのうち熊本県内の沿岸に影響が大きいと考えられるケース「南海トラフの巨大地震(マグニチュード9.1)」のシミュレーション結果を重ね合わせた最大となる浸水域・浸水深を想定しています。
